I have a 33.6 (or 28.8) baud modem but it will not connect at that speed. Is my modem faulty?

Maybe not. Please remember that the Public Switched Telephone Network
(PSTN) was not designed to handle the type of signals that newer high speed
modems send over the phone lines. Bell South will only guarantee
connections at the rate of 2,400 baud or lower. Depending where you live,
and the condition of your local phone lines, you may have trouble connecting
at top speeds. Unfortunately, until newer digital technology is widely
available, there is not much you can do to solve this problem short of moving
to an area where you can get connected at the higher speeds. Also, make
sure you have a high quality modem such as USRobotics, or Supra.
